# Read one EligibilityGate in ten minutes.

See how an opaque DecisionCaseRef, actor, exact scope, conditions, approval, time, and revocation bind into one eligibility result.

**LOCAL SIMULATION · TEST_ONLY:** Local validation surfaces and fixed fixtures only · no real login, organizational authority, operational API, external execution, or authority issuance

## Review the control contract; do not request authority

The current RAIFFA documentation covers local TEST_ONLY validation surfaces for Eligibility Gate, Policy/Identity, Authority Ledger, and Sandbox authorization. It is not an account-creation or authority-issuance flow.

- Fixed credentialless fixtures only
- TEST_ONLY classification on every record
- Actual authority and external effects remain 0
- No operational login, external network, or dispatch

## Trace how eligibility is evaluated

1. **Fix the request** — Bind DecisionCaseRef, actorRef, action, exact scope, and check time first.
2. **Check policy and role conditions** — Read human approval, role, required conditions, validity, and delegation state.
3. **Fail closed on mismatch** — Reject actor, scope, case, expiry, revocation, replay, or integrity mismatch.
4. **Read one of three states** — Distinguish ELIGIBLE, MISSING_CONDITIONS, and INELIGIBLE.
5. **Separate eligibility from authority** — Confirm that ELIGIBLE still carries actionAuthority NONE and is not execution permission.

- [Open the Sandbox authorization example](/docs/raiffa/examples/sandbox-authorization) — Local blocked case · no actual authorization

## Completion criteria

You are done when you can explain which actor, case, scope, and conditions were checked, when the record expires or is revoked, and why execution authority is still absent.

> **Authority:** Eligibility is a minimum condition for the next control review. It is not approval, a grant, entitlement, or execution authority.
